Executive Summary

This Invitation to the Tender (ITT) seeks proposals from Tenderers with past experience in the contract work to undertake the activities to achieve the objectives outlined below.

The project objectives are:

1. To conduct a dominance assessment in the telecommunications retail markets with a view to determining dominance and developing the necessary criteria for “likely dominance” and “dominance”.
2. To develop guidance materials to provide greater clarity for market players on the expected behaviour of retail market players so as to avoid violating competition regulatory measures

The high-level scope of work involves:

• Phase 1: Determination of market player(s) with “likely dominance” and/or “dominance” in the identified retail markets in the telecommunications sector; and
• Phase 2: Development of guidance materials on the application of the Competition Law Code in the identified retail markets in the telecommunications sector.
