1.       What is TVRO?

TVRO or “Television Receive-Only Satellite Receiving System” means any apparatus (including a dish antenna) or any combination of apparatus capable of direct reception of any broadcasting service emitted from or passing through any communication or broadcast satellite in extra-terrestrial space.

2.       What are the roles of Ministry of Communications and the Authority?

The Ministry of Communications shall exercise any broadcasting purposes under the Broadcasting Act. As announced in August 2013, the Authority for Info-communications Technology Industry of Brunei Darussalam (the Authority) is acting on behalf of the Ministry of Communications to collect the licence fees. All fees are paid to the Government of Brunei Darussalam.

3.       What is the purpose of paying the licence fee to the Ministry of Communications?

The licence fees serve to monitor and regulate the use of TVRO systems as they are considered control items. Lack of proper monitoring and regulation will give rise to illegal usage of such systems for communication purposes, to intercept sensitive or confidential information and to receive contents that are censored.​

5.       Can I pay the fee on monthly basis?

No, the licence fee is an annual fee that will cover a twelve (12) month period.​

6.       Where can I make the payment for the TVRO licence fee?

Payment can be made either at:​ ​


AITI at Block B13, Simpang 32-5, Kg Anggerek Desa, Jalan Berakas, Bandar Seri Begawan.


Any post offices in Tutong, Seria, Kuala Belait or Temburong. Post Offices in Brunei-Muara are not available, all applicants are encourage to visit AITI Office to make a payment.


7.       Do I need to bring any documents for the TVRO licence registration?

​You will need to present all the following documents (where applicable) in order to complete your registration:


Completed licence application form.


A copy of applicant’s smart card with signature.


The TVRO brand or model, serial number and dish size.


If required, an authorisation letter for a third party representing on behalf. The third party will need to provide a copy of their smart card with signature.


An authorisation letter from the owner of the building and a copy of the owner’s smart card with signature, if your equipment is installed within the building.


Or any other document deem required.

8.       I have more than one (1) TVRO equipment in my premise, do I have to apply for more than one licence?

Licence is issued to individual operator. If a single household has three separate satellite dish, each dish will be required to be licence according to below:​ ​


If the owner is a single individual, one (1) licence stating three (3) satellite dish quantity will be stated.


If it is separately owned, each dish would be required a separate licence.


If the owner has more than one (1) separate premise, each premise would be required different licences as stated above.

9.    If my receiver model is not listed, am I allowed to use it in Brunei Darussalam?

If your receiver model is not listed, you will need to get it tested by the Authority. Please be advised that you might be required to make certain changes to your set-top box to complete certain approval criteria (Eg: card removal). You will need to bring:​ ​


Receiver unit.


Power cable.


AV cable connecting to the television.


Remote control for the receiver.

10.   What is the process if I wish to terminate my TVRO annual licence?
