  • Salary Scale: USD 19,725 – USD36,300 @1.6 (approx rate) per annum paid in Brunei dollar equivalent

1. MANAGER/SENIOR MANAGER, REGULATORY & TECHNOLOGY
Responsibilities
  • Quality of Service - formulate and monitor implementation of QoS benchmarks for telecommunications services in Brunei Darussalam. This includes liaising with AITI’s monitoring and enforcement unit to ensure that QoS standards are complied with
  • Consumer protection - formulate and implement guidelines for customer protection (telecommunications industry), AITI’s customer service contact, management of the customer care web-link and preparation of monthly statistics as necessary
  • Tariff regulation - develop and oversee implementation of AITI’s tariff controls including approvals for new tariffs or adjustment to existing tariffs 
  • Interconnection - oversee implementation of AITI’s Interconnection Handbook including analyzing and determining the competitiveness of interconnection arrangements between telecommunications licensees, resolving reference interconnection offer issues.  Also focal point for dispute resolution between telecommunications licensees
Requirements
  • Bachelors Degree in Telecommunication Engineering / Communication Engineering / Electronic Engineering or other equivalent technical field from a recognized university
  • A minimum of 8 years relevant post qualification (degree) work experience in telecommunication field
  • Age between 30 - 35 years of age
2. MANAGER/SENIOR MANAGER, E-GOVERNMENT PROJECT MANAGEMENT
Responsibilities
  • Manage project teams to conceptualise and develop e-Government programme implementation plan, track and report status, identify the process and implementation issues, explore and recommend possible solutions to achieve programmes’ outcomes

  • Identify and manage the development of cross-agencies collaboration solutions and projects to improve e-services delivery across the government.

  • Identify and manage the development of government-wide public service programmes / projects to ensure the central services are able to meet the needs of the public service.

  • Actively engage stakeholders and manage the stakeholders’ expectations so as to influence their alignment with the e-Government agenda and initiatives.ida_leer

  • Manage and track project scope, resources, schedule and budget for the programmes.
Requirements
  • Degree in Computer Science / Engineering, Information Technology or equivalent.
  • Possesses 8-10 years of relevant ICT experience in IT planning, project management, applications development and implementation for large-scale or enterprise-wide systems.
  • Good knowledge of government business and IT operating environment will be an advantage.
  • Strong communications skills, people management skills and fluent in interaction with all working levels and senior management.

Responsibilities
  • ida_leerTo formulate strategies and policies to develop the ICT professionals in Brunei Darussalam. 

  • Conceptualise, develop and execute ICT manpower capability development programmes and projects.

  • To work with the Ministry of Education and education institutions to ensure that there is adequate supply of ICT graduates with relevant capabilities and skills to the government and industry.

  • To identify ICT manpower issues that arise and recommend ICT manpower development programmes to address these issues.

  • To identify and develop competency accreditation programmes to develop the ICT professionals with relevant capabilities in strategic areas.

  • Conduct post programme review to identify areas for improvement.
Requirements

  • Minimum 8-10 years of working experience in IT, project management and/or ICT training or ICT human resource manager or equivalent.

Responsibilities
  • Identify and formulate policies, standards and best practices to improve operational efficiency and delivery of more consistent and cohesive e-services across the government.

  • Formulate long, medium and short term implementation plans for service-wide e-Government policy and standard programmes.

  • Lead and manage in the development and implementation of service-wide e-Government policy and standardisation programmes.

  • Conduct ICT strategic review, identify suitable technologies and solutions and formulate strategies and policies, and recommend best practices in exploiting appropriate use and adoption of new and emerging technology across to meet present and future needs of the e-Government.

  • Identify the processes and implementation issues, explore and recommend possible solutions to achieve programmes’ outcomes.

  • Formulate policies and mechanism to track and report status on the overall e-Government standardisation programmes.

Responsibilities
  • Identify, formulate and manage the implementation of the long, medium and short-term government-wide ICT security plans.

  • Lead and manage a team to conceptualise, develop and maintain ICT security policies, standards and best practices for government-wide compliance.

  • Identify and implement nation-wide ICT security programmes and projects.

  • Conduct ICT security audits on the government ICT projects, systems and environment and recommend the necessary security measures to be put in place to mitigate any ICT security risks.

  • Coordinate and liaise with government agencies to obtain feedback for improvement of the security policies and practices and assess issues pertinent to government security policies.

  • Analyse and identify ICT security trends and events and track and verify vulnerabilities and emerging security exploits.

  • Conduct vulnerability assessment of the e-Government ICT projects, systems and environment, and recommend the necessary security measures to be put in place to mitigate the ICT security risks.

  • Conduct vulnerability research on software application.

  • Investigate and manage cyber-security incidents.

  • To assess and put in place round-the-clock vigilance and business continuity preparedness.

  • To conduct ICT security technology assessment and recommend for adoption in the government.

  • To identify and initiate national security awareness and education programmes to promote security awareness in the government and public.
Requirements
  • ida_leerDegree in Computer Engineering/Science or equivalent with prior experience in project management, business development and/or marketing.
  • Minimum 8-10 years of relevant working experience in the ICT industry such as ICT security audit

  • Manage and lead in the conceptualisation of common network and systems infrastructure for the e-Government.

  • Conduct ICT strategic review, identifying and recommend suitable technologies, strategies and solutions to meet present and future e-Government needs.

  • Develop solutions based on technology trends and standards, and to exploit new and emerging technologies and products to accelerate the use of common network and systems infrastructure across the government.

  • Formulate policies and recommend best practices in exploiting appropriate use of technology across the government.

  • Lead project teams to conceptualise, develop and implement projects.

  • Actively engage stakeholders and manage the stakeholders’ expectations so as to influence their alignment with the e-Government agenda and initiatives.
