Dealer Licences are required for the importation and supply/sale of telecommunications and/or radiocommunications equipment.
The Dealer Licence is issued by the Authority of Info-Communications Technology Industry of Brunei Darussalam (AITI).
The type of Dealer Licence required depends on the type of equipment to be imported.
AITI processes three types of Dealer Licences. Two of these Dealer Licences (DTQ and DRQ) are issued and authorized by AITI whereas one (DSQ) is processed by AITI and authorized by the Broadcasting Unit of the Ministry of Communications (previously the Broadcasting Department of the Prime Minister’s Office).
Dealer Licences are valid for one (1) year as from the date of issue. Reminder slips will be sent to dealers at least two months before the expiry date of licence.

Dealer Telecommunication Equipment (DTQ)

Dealers can import and sell/supply telecommunications equipment such as telephones, fax machines, modems and security systems.
Dealer Radiocommunication Equipment (DRQ)
Application fee: B$100.00

Dealers can sell/supply radiocommunication equipment such as mobile phones, cordless phones and pagers.
Dealer Satellite Equipment (DSQ)
Application fee: B$1500.00

Dealers can sell/supply satellite equipment such as satellite receivers and Kristal Astro sets.
To apply for Dealer Licences, applicants are required to fill in and submit the completed AITI Licence Application form together with the following documents:-

Copy of Business Registration Certificate 16 & 17.
Certificate 17 has to include the code WA5 (“import, export and supply of telecommunication equipment”).
For private limited company
Copy of Memorandum and Articles of Association* and Form X.
Copy of Identity Card (IC) of the licence holder(s).
* Has to mention “the import/sell/supply of telecommunications/radiocommunications equipment”.

Foreign entities who wish to apply for Dealer Licences are advised to appoint a local agent (or incorporate a local branch in the case of a private or public limited company). The local agent and/or branch will then be subject to the normal application process.
DTQ Application: AITI will process this application within 1 week and notify the applicant to pay the annual licence fees before issuing the Dealer Licence.
DRQ Application: AITI will process this application within 3 weeks (subject to satisfactory site inspection) and notify the applicant to pay the annual licence fees before issuing the Dealer Licence.
DSQ Application: AITI will process this application within 2 months (subject to satisfactory site inspection and response from Ministry of Communications) and notify the applicant to pay the annual licence fees before issuing the Dealer Licence.
Applicants for a Dealer Licence must fill in AITI’s Licence Application Form. The applicant must also bring the required documents as listed below inclusive of code WA5 (import, export and supply of telecommunication equipment) .
Copy of form 16 and 17 and IC of licence holder for sole proprietors and partnerships.
Copy of form X and Memorandum & Articles of Association and Certificate of Incorporation for public and private limited companies.
AITI will only process complete application forms together with the required documents.
For DRQ and DSQ applicants, AITI will perform a site inspection of the applicant’s shops / stores within 2 weeks upon receiving application.
If certain requirements are not fulfilled during AITI’s 1st inspection, AITI will give the applicant a chance to rectify the problems and perform a final inspection upon notification by the applicant in which case AITI will schedule the final inspection within 2 weeks of such notification.
AITI will inform successful applicants to proceed with payment of the annual licence fees if AITI deems that the application meets all requirements. For DTQ and DRQ licences, applicants will have to pay B$100.00 each where applicants that apply for DSQ licence have to pay B$1500.00.
The Dealers Licence will be issued once payment of the annual licence fees is made. The Dealers Licence expires 1 year from the date the Dealers Licence is issued. The renewal fees for DRQ and DTQ licence are B$100.00 and for DSQ are B$1500.00.
