1. Introduction

Section 27 in the Second Schedule of the AITI Order 2001 provides that the Authority for Info-communication Technology Industry of Brunei Darussalam (AITI) may conduct or supervise the conduct of proficiency examinations leading to certificates of competency for any person for the purpose of operating any telecommunication system and service or for the grant of a licence by the Authority.

The details below provides information on the operation of an accreditation scheme for practical examiners for the Amateur Radio Examinations conducted annually by AITI. Information on how to seek accreditation and the circumstances under which accreditation may be withdrawn is contained below.

2. Accreditation

The accreditation scheme allows third parties aside from AITI to conduct the amateur radio practical examination.

Applicants for accreditation are required to complete the Application Form and submit the same to AITI.

Accredited persons referred to herein are those not employed by AITI, nor is AITI responsible for the work of accredited persons.

3. Eligible Applicants

AITI may determine the qualifications and other requirements necessary for a person to become accredited. AITI has determined that the following criteria for accreditation:-

  • Must be citizens of Brunei Darussalam or permanent resident of Brunei Darussalam.
  • Possess City & Guild in Amateur Radio Examination qualification or other similar discipline.
  • At least 10 years experience operating Amateur Radio.
  • Possess basic knowledge of Morse Code and/or Continuous Wave with at least 15 words per minute.
  • Possess good technical knowledge in radio communications specifically in amateur radio.
  • Applicants must also have the following experience:-
  1. Organized and conducted written examination is an advantage.
  2. Amateur radio equipment modification and repair.
  3. Electrical and electronic modification and repair.
  • Preferably a member of any national amateur radio association.

4. Role of accredited persons

An accredited person will be called to conduct practical radio amateur examination organized by AITI at the times and dates to be determined by AITI.

The accredited person must be able to conduct the practical radio amateur examination as required by AITI.

5. Applying for accreditation

AITI will invite interested parties to be accredited practical radio examiner, announced at newspaper and AITI website.

Applicants for accreditation must submit the application form together with the required documents and certificates to:-

The application form for amateur radio practical examiners’ accreditation can be found in Annex A of the information document and can be downloaded from the AITI website or obtained from AITI’s office.

The completed applications form together with relevant documents must be submitted at a date to be announced by AITI.

6. Completing an application

The application must include the following:-

  • the full name and residential address of the applicant;
  • the contact telephone number of the applicant;
  • the date of birth of the applicant;
  • the relevant educational qualifications of the applicant;
  • the relevant work history of the applicant;
  • the names, addresses and telephone numbers of at least two referees;
  • the kind of certificates in relation to which the application for accreditation is being made;
  • a declaration, signed by the applicant, that the information in the application is not false or misleading;

The application should also indicate if the applicant does not wish his or her contact details to be made available on AITI's website, should the application be successful.

Please note that accreditation may only be granted to 'natural persons', that is, individuals as opposed to corporations or other business entities.

7. Assessment of applications

On receipt of an application for accreditation, AITI will, as soon as practicable, evaluate the claims in the application and contact referees nominated by the applicant to confirm those claims. If satisfied that the applicant has provided sufficient evidence to support accreditation, AITI will then grant the accreditation sought.

If the applicant is refused accreditation, he or she will be formally advised in writing.  However, AITI is not bound to inform the applicant of the reasons for refusal.

AITI is not bound to accept any one application and shall not be bound to assign reason(s) for not accepting any application for accreditation for practical radio amateur examiners. AITI’s decision is final.

AITI retains the right to cancel any application as it deems necessary and appropriate in the circumstances.

8. Instrument of accreditation

Following the decision to grant the applicant the kinds of accreditation sought, AITI will issue an instrument of accreditation (i.e. a certificate).

The instrument will specify the kinds of examinations that the accredited person is empowered to conduct. The grant of accreditation is generally perpetual but may be surrendered by the accredited person or withdrawn by AITI.

9. Withdrawal of accreditation

In some circumstances, AITI will consider whether the withdrawal of a person's accreditation is appropriate. This may be done where the accredited person:-

  • has submitted an application for accreditation which includes false or misleading information; or
  • has failed to perform the practical examination in an appropriate manner; or
  • has failed to conduct the practical examination a number of times as determined by AITI.

If AITI believes that consideration of withdrawal of accreditation is appropriate, a formal notice of that intention will be forwarded to the accredited person. The accredited person will then be given the opportunity to show cause why his or her accreditation should not be withdrawn.

10. Review of decision

Where a person has had their accreditation withdrawn, he/she may apply for a review of that decision. A written request should be made to AITI for reconsideration. Any such request should:-

  1. be made on the Application Form;
  2. state the reasons for the request;
  3. be sent within 28 days of receipt of notification of the decision; and
  4. be addressed to:-
